Albania has ample marine coastline and apparently some beaches with reliable wind so there are probably possibilities for downwinding with a surfski. Availability of boats is the question. See Rental

Wind/Surf: The best time for, thermal wind activities like windsurfing is during the summer (June–August). The coast can experience strong, consistent, coastal winds in the afternoon, especially in the northern areas.
Sea Conditions: The water is generally warm from early March until November.
